When an offender commits an internal rule violation (an "offence in custody"), use the Offense In Custody Record screen to create an offence-in-custody (OIC) record, detailing the incident and any charges against the offender. A single incident can generate multiple charges against offenders.
To access this screen from the Main Menu, select Institutions Incidents Offender Violation OIC Record.
If necessary, query in the Header block to locate the offender record.
Click Next Block to access the Incident block, then complete the following fields:
Report Date: defaults to current date. To change the date, enter another using a MM\DD\YYYY format.
Report Time: defaults to current time which you can change if necessary (HH:MM).
Incident Date: fill in the date of the incident; mandatory. Must be earlier than or equal to the Report Date; use standard date format.
Incident Time: fill in the time of the incident; mandatory. If the Report and Incident dates are the same, the Incident Time must be earlier than or equal to the Incident Time.
Institution: defaults to your institution; if necessary, select from the List of Values to change.
Incident Location: describe where the incident happened; mandatory.
Reported By: select the officer who filed the initial report from the List of Values; mandatory.
Offender Locked In Cell? checkbox: check if the offender is locked up; optional.
Incident Response: describe how the reporting officer handled the incident (i.e., any action taken at the time); optional.
Periodic Offender? checkbox: check if the offender had a record of previous offenses in custody; optional.
Summary: add more detail on the incident; optional.
Click Save. The system generates and displays an OIC# (Incident Log number). The Status reads ACT (active).
Click Next Block to access screen page 2, where you record the charges laid as a result of the offence.
If a hearing on this event is to be held, a charge must be recorded here. If no charge is recorded, the List of Values in the Charges, Pleas and Findings block of the OIC Hearing screen will show no entries.
Complete the Offence In Custody Charges block:
Charge: select from the List of Values. You can enter multiple categories/ charges. The Description and Category of each charge also displays.
Evidence: optional text entry.
Disposition: text entry.
Click Save.
You can now print a report outlining the offence in custody record on the report submission screen.
