Use the Offense in Custody Appeals screen to record offender OIC penalty appeal hearing dates, appeal results, and appeal penalties.
To record an appeal request
To access this screen from the Main Menu, select Institutions Incidents Offender violations OIC Appeals.
If necessary, query in the Header block to locate the offender record.
Click Next Block to access the Appeal block.
Complete these Appeal block fields:
Appeal Date: fill in the date the appeal was filed using a MM\DD\YYYY format.
Reason: select the reason for filing the appeal from a List of Values; mandatory.
Click Next Block to access the Incident block.
In the Incident block, complete the following fields:
OIC#: from the List of Values, select the OIC# that relates to the Appeal block information. The Charge and Description fields automatically fill in. If more than one OIC# is being appealed, click on Insert and select the OIC number for each.
Click Save.
To record appeal hearing results
If you are entering the appeal request and the hearing results at the same time, skip to step 2.
Repeat steps 1-3 above.
Finish filling in the Appeal block:
Hearing Date: fill in the appeal hearing date; must be the same date as the Appeal Date or after it. Use standard date format.
(Hearing) Time: fill in the time of the hearing (HH:MM, 24 hour clock).
Heard By: select the name of the officer conducting the appeal hearing from a List of Values.
Results: select the results of the appeal from a List of Values.
Summary: type in a brief comment summarizing the appeal.
Click Next Block to access the Incident block.
In the OIC# field, from the List of Values, select the OIC number that relates to the Appeal block information. The Charge and Description fields automatically fill in.
To view the original penalty associated with the selected OIC#, click the Original Penalty button.
Click Next Block to access the Appeal Penalties block. The appeal penalties that appear in this block are directly related to the OIC number selected in the Incident block.
Ln (line): the system automatically generates the line number after the appeal penalty is filled in and saved.
Type: select an appeal penalty type from the List of Values; mandatory.
Description: when an appeal penalty Type is selected, the Description field automatically fills in.
Months: fill in any penalty months; optional.
Days: fill in any penalty days; optional.
Compensation: fill in any compensation amount; optional.
C(omment): click to open an Edit box for comments; optional.
Eff(ective) Date: type in the date that the appeal penalty starts; mandatory. Use standard date format.
Click Save.
To make penalties run consecutively
One OIC# can include more than one charge, and each charge can carry its own penalty. Penalties can run consecutively, that is, one begins when the previous one ends. If an offender has more than one charge related to an incident, or if the offender is already serving a penalty for a previous incident, each new penalty can be made to run consecutively to a previously entered penalty.
If you are entering more than one penalty now, you must save the first penalty before making the next penalty run consecutively to it. Saving a line automatically generates a line number (e.g. Ln 1). The line number (Ln) will appear in the List of Values for the Cons Ln field.
Cons(ecutive) Ln (line)/To OIC#: from the List of Values, select the appeal penalty that this penalty will be consecutive to. If the offender has no other penalties, the List of Values will have no entries.
Click OK. The Cons Ln / To OIC# fields now display the line number/ OIC# of the appeal penalty that the selected appeal penalty is running consecutively to.
Click Save.
